Open Question: We’re friends, but what’s going on?

I’ve been friends with this guy my whole life. After my freshman year in high school, we harmlessly flirted a little, and I began to fall for him. When ever he talked to me he would hold his face inches from mine. He was always grabbing my arm, twirling my hair, etc. For about a month, he would ask me everyday ”why don’t you have a boyfriend” and one day he said ”I can be your boyfriend”. I thought it was cute, but was too scared to really comment. Eventually he stopped asking and went back to being his same quirky, cocky self. When my family life went haywire later that year, he tried his best to be there for me and I felt he really, really cared. In the beginning of junior year we began to fight via text messages over small, petty things. Later we got in a huge fight because someone told me he had been talking crap about me, though he denied it. We ignored each other for about a month, but eventually decided to forget the fight because it was not worth it to lose a long term friend over it. We have talked a lot this summer and he said he wants to hang with just the two of us, although we’re both busy and I am afraid anyway. I know I love him as a friend but lately its been feeling like more. I know I want to go further, but I am not sure if he feels the same.(P.S. He knew I liked him my sophomore year, but his response was, “nothing would ever stop our friendship… ever.” He became more flirtatious after that, but it never went beyond that.)
